Probate Court during a previous reinstatement proceeding. The court
remanded the case with directions that the trial court conducted
evidentiary hearing on the applicant's claims that, while he may
not be the child's biological father, he is still the child's father
under Connecticut law, which considers a validly married couple
who have a child born to them to be the child's parents.
