Medicaid is the state administered health insurance
program that provides coverage for low income families and adults.
The federal government provides reimbursement to the
states for monies expended under the Medicaid program, and reimbursement
may consist of up to seventy-five percent (or more) of the costs
incurred by the state. The federal government agency responsible
for Medicaid Services is the Department of Health and Human Services
(HHS), through the Center for Medicare and Medicaid Services (CMS).

Connecticut Medicaid Information
The Medicaid program in Connecticut is administered
by the state Department
of Social Services
Children under the age of nineteen (19) are eligible
to receive Medicaid benefits through healthcare coverage provided
by the state's HUSKY program. HUSKY, which stands for Healthcare
for Uninsured Kids and Youth, is available to children and youth
nineteen and under whose family income does not exceed 185% of the
federal poverty level (see chart below). These children qualify
for coverage under the HUSKY A program.
Children whose family income exceeds 185% of the federal
poverty level may be eligible for subsidized coverage under the
state's HUSKY B program. Children with special needs enrolled
in the HUSKY B program may also be eligible for supplemental
coverage under the HUSKY B Plus program.
In addition, parents or guardians of HUSKY eligible
children may receive healthcare coverage under the HUSKY A program
if the family's income does not exceed 185% of the federal poverty
level.

Behavioral Health Services
Behavioral Health Services for children enrolled in
the HUSKY A plan are provided through the Connecticut
Behavioral Health Partnership.
The Department of Children and Families (DCF) and
the Department of Social Services (DSS) have formed the Connecticut
Behavioral Health Partnership (CT BHP) to plan and implement an
integrated public behavioral health service system for children
and families.
The primary goal of the CT BHP is to provide enhanced
access to and coordination of a more complete and effective system
of community-based behavioral health services and supports and to
improve member outcomes. Secondary goals include better management
of state resources and increased federal financial participation
in the funding of behavioral health services.

Medicaid Managed Care Council
The Medicaid Managed Care Council was established
under Conn. Gen. Stat. § 17b-28 as a collaborative body consisting
of legislators, Medicaid consumers, advocates, health care providers,
insurers and state agencies to advise the Department of Social Services
(DSS) on the development and implementation of Connecticut's Medicaid
(HUSKY Part A) and SCHIP (HUSKY Part B) Managed Care program and
for ongoing legislative and public input in the monitoring of the
program.
